This programme was as a result of the allocation of RM50 million for a special training programme to be introduced for the 175,000 military personnel who are not eligible for pension, to venture into business or to obtain jobs in the public or private sectors. This was announced by YAB. Prime Minister, in his capacity as Finance Minister, when tabling the 2012 Budget on 7 October 2011.
More than 3,000 Armed Forces personnel from the various states, who are not in receipt of pension filled the hall.
Unfortunately there were not that many officers who are not in receipt of pensions, were seen in the hall. The Deputy President and five Committee Members of RAFOC were present.
PERHEBAT, together with JHEV and various other government agencies, the private sector and NGOs, was tasked to formulate the programme. The strategy included:
In his speech, the Defence Minister was full of sympathy for the Armed Forces veterans who are not in receipt of pension and indicated that something would be done to give them the due recognition in kind.

- To develop new entrepreneurs.
- To encourage the Armed Forces veterans without pensions to choose entrepreneurship as a career.
- To strengthen the market potential of trained veterans.
- To facilitate collaboration, promotion and publicity.

Details on the programme and its implementation are available from PERHEBAT.
